Introduction
The Facade Grant Program has been established to stimulate exterior building improvements in Sterling's downtown district within the context of design guidelines with a focus on historic preservation. The program is administered and applications for pre-approval are available through Sterling Main Street, Inc. The opportunity to obtain a matching funds façade grant is made available to all businesses that maintain their Sterling Main Street Partnership (Membership).

Purpose
The purpose of the Grant Program is to provide an opportunity for all Sterling Main Street Partners to obtain matching grants for existing commercial buildings with a focus on historic preservation, restoration and maintenance. Grant resources should produce visible changes to building facades and maintain the historic vision in all design renderings submitted to Sterling Main Street for approval. Since funding sources are limited, priority will be given to projects demonstrating the most substantial impact on building and neighborhood aesthetics.
Design Standards
All Applicants shall utilize the Sterling Main Street design standards as a guide for designing improvements to buildings.
Procedure
Contact Sterling Main Street at 815-626-8610 to obtain a Facade Grant Application & Design Guidelines or Download Here.

Obtain cost estimates from contractors selected by the Sterling Main Street Partner.

Return application, cost estimates, and design plans to Sterling Main Street.

The Design Committee will evaluate applications for apporval. If approved, the committee will distribute a letter of commitment, which must be signed and returned by the Sterling Main Street Partner. If the application is not approved. Sterling Main Street will explain the reasons for rejection and what steps, if any, can be taken to gain approval.
Post Application Procedure
Projects normally must be started within two months of approval and completed within twelve months.

All Changes in the approved work specifications mujst be approved by the Design Committe.

Sterling Main Street will review proof of payment and completed work before the grant payment will be made to the Stelring Main Street Partner.

Deviations from the approved plan, without prior approval, will disqualify the Sterling Main Street Partner from this program.
Eligibility
BUILDINGS: Funds must be used for facade historic preservation and rehabilitation of existing commercial buildings within the designated target area. All properties must be conforming uses or legal nonconforming uses under the City's zoning ordinance. All grants will be considered on a case by case basis. Buildings with multiple tenants must be remodeled in a unified manner.

APPLICANTS: Owners, tenants, or owner/tenant joint ventures who maintain a partnership with Sterling Main Street may submit an application under this program. Tenants must submit written approval from the property owner, evidence of their leasehold interest and comply with requirements and historic preservation standards as deemed necessary before Sterling Main Street Design Committee will review an application for consideration.
Eligible Activities
Eligible activities encompassed in Sterling Main Streets historical preservation focus shall include but are not limited to the following:
Design and maintenance improvements made to front facades. Design and maintenance for rear or side building elevations can be considered on a case by case basis. NOTE: Priority consideration will be given to front facades.

Repair and/or replacement of original building materials and decorative details that is deteriorated or missing.

Repair of non-original materials that cannot be removed due to deterioration of the underlying original building material.

Cleaning of exterior building surfaces.

Limited tuck pointing and masonry repair.

Painting in pre-approved colors.

Repair, replacement or addition of entrances, doors, display windows, transoms or second story windows.

Exterior improvements for the handicapped including, but not limited to, ramps, doors, door openers, walks, guardrails, non-slip materials or level platforms at doors.

Design fees if design renderings have not been provided by Sterling Main Street.
Ineligible Activities
The following are not eligible for inclusion in this program:
Roof repairs
Construction of new buildings.
Structural additions to existing buildings.
Purchase of property and/or buildings.
Equipment.
Interior improvements, fixtures and furnishings.
Inventory or operating capital.
